Using the extra layer of a special grand jury is often reserved for complex corruption cases. There are multiple explanations for why some people may not have been indicted despite the special grand jury’s recommendations. Willis may simply have not presented to the regular grand jury some individuals she considered less than provably guilty.

CNN —The special grand jury in Fulton County investigating the 2020 presidential election in Georgia recommended charges against Republican Sen. Lindsey Graham of South Carolina and former GOP Sens. David Perdue and Kelly Loeffler of Georgia, according to the special counsel grand jury report released Friday. It was up to the district attorney to decide how closely to stick to the special grand jury’s recommendations. Graham, who appeared before the special grand jury last year after a court battle over his testimony, spoke with Georgia election officials after the 2020 election. Fulton County Superior Court Judge Robert McBurney previously released very limited portions of the special grand jury’s final report, holding back the full release until after Willis announced indictments.

The lengthy list of recommended charges underscores how widespread the special grand jury’s investigation was into efforts to overturn the 2020 election. The indictment also included 30 unindicted co-conspirators alleged to have taken part in the conspiracy, including some people the special grand jury recommended charges against. Former President Donald Trump may seek to have his Georgia election interference criminal case moved to federal court from state court, his lawyer said in a filing Thursday. Trump now has a month to file a formal notice of removal of the case to federal court in Georgia, his defense attorney Steven Sadow noted in the filing in Fulton County Superior Court. If he does seek removal, Trump would join several other defendants in the Georgia conspiracy case in doing so, among them his former White House chief of staff Mark Meadows. Under the law, a federal official can ask to transfer a state case to federal court if the issues in a case relate "to any act under color of such office." All the defendants have pleaded not guilty in the case.

The Atlanta Journal-Constitution reports the embattled former president and the yet-to-declare former vice president have already locked down speaking slots for the two-day GOP convention, kicking off June 9.
